Setting in Houston
River Oaks is a residential community in central Houston, located within the 610 Loop between Downtown and Uptown. It covers 1,100 acres and is generally bounded by Buffalo Bayou to the north, South Shepherd Drive to the east, Willowick Road to the west and Westheimer Road to the south.
The neighborhood sits northeast of Uptown, north of Upper Kirby and west of Neartown. Major nearby roads include Westheimer Road, Kirby Drive and San Felipe Street.
Planned Beginnings
River Oaks was established in the 1920s by William Hogg, Michael Hogg and attorney Hugh Potter. Earlier development activity involved the Country Club Estates Company, which acquired land west of Houston, helped fund the River Oaks Country Club and planned residential property near the club grounds.
Herbert A. Kipp designed the first subdivision with wide, curving roads rather than a grid, and some streets were named for well-known country clubs. Development plans called for parks and esplanades planted with oaks, shrubs, azaleas and other flowers. During the same period, deed restrictions set home price requirements, specified architectural styles and included exclusionary agreements against Black residents, Jewish residents and other minorities.
Streets, Homes and Architecture
River Oaks Boulevard runs through the center of the community and is lined with mansions and estates set back from the street. The subdivision includes about 1,600 homes, mostly detached single-family houses.
Several houses in the neighborhood have been deemed historic by the city government’s planning commission. The first development in River Oaks was the summer house of William L. Clayton, a Colonial Revival home completed by Houston architect Birdsall Briscoe in 1924; it is a City of Houston Landmark and is listed on the National Register of Historic Places.
Notable Places
River Oaks is home to River Oaks Country Club, located near the northern end of River Oaks Boulevard. Its golf course was designed by Donald Ross and redesigned in 2015 by Tom Fazio, and the club has hosted the River Oaks International Tennis Tournament since 1931.
Bayou Bend was built on the banks of Buffalo Bayou under the oversight of William Hogg, Michael Hogg and Ima Hogg. Adjacent to the community, the River Oaks Shopping Center was constructed in 1927, and the River Oaks Theatre remains in use there as a historic movie theater.
Parks and Community Spaces
Several municipal parks serve River Oaks. River Oaks Park includes an off-road trail, tennis courts, a playground and a lighted sports ground, along with the Pumpkin Carriage feature.
The River Oaks Property Owners, Inc. has an agreement with the City of Houston to maintain and improve parks and esplanades in the community, including Del Monte Park, Mary Elliot Park, Ella Lee Park, Homewood Park, Kirby Park, Rebecca Meyer Park, Olympia Park, Pine Valley Park and Sleepy Hollow Park.
What it is like
River Oaks is a Houston neighborhood nestled between The Galleria and Montrose and is part of the Afton Oaks/River Oaks Super Neighborhood, which includes River Oaks, Afton Oaks, Greenway Plaza and Upper Kirby. It was Houston’s first master planned community, developed in the 1920s by Michael and William Hogg and Hugh Potter, and became an enclave for the wealthy.
